Any Legal Eagles (for Child Support in ND) out there?

Anyone know the law as to child support in ND? My ex hub is going to court for contemp of court charges for failing to pay his child support. He thinks he is paying too much. He has not paid anything in 10 months. His problem is, he HAD been paying support for two of our daughters, while one of them lived with him. He was paying $600 a month. Once our older daughter turns 18, his child support goes down to $500. In our divorce settlement, it was agreed he would pay all the health/dental insurance for the kids. We have been divorced 5 years, out of those 5 years he paid the insurance just a few times. Since he had not been paying the insurance, I did not feel guilty him paying the full $600/month, seeing as how once I only have 1 child he will be paying $500 a month. Had he been paying that now, plus the insurance, he would actually be paying $75 more a month. My question is this, Can he go back two years and have the child support reduced ,making his arrears much less?Thanks
By the way, both girls now live with me for the last 3 months. He refuses to help in any way. Has not bought the kids anything for xmas bdays ect for the last 3 years.

I don’t know about ND, but in CA, if he wanted to have the amount of child support reduced because one child lived with him, he had to have gone to court to get it reduced AT THAT TIME – he cannot go back to court NOW to get it reduced in the past (or to get credit for the "overages" that he may have paid.

If he tries to bring up the amount that he "overpaid," you need to make sure to let the court know that he did not comply with the decree by paying insurance for the kids.
